Visual Studio ( & Express)
In surprising move, Microsoft recently gave away a lighter version of Visual Studio. Unlike some of the previous products such as FrontPage, it produces good results. It does target intermediate to advanced users however. Our hosting supports both .net 2 and MSSQL
